100% written by me in Vista, CA. USA.

This allows me to keep the price low and keep providing updated features and support. Besides the money charge stopped around $2000

Why do I have to be signed into an iTunes account.

All of your data is stored on your private data base. That means YOU are the ONLY one who can see your data, and you have to pay to store the data instead of me, But it is not very much money 50GB for $0.99 a month

What do you recommend for Wi-Fi?

I use an AirPort Time Capsule from apple. It works great and backs up your data. You even get a Guest account log in for your customers.

Do I need a iPad Pro.

No, I did testing on a iPad Pro and a iPad Air. But the bigger your database i.e.. Customer list inventory and such should dictate the direction you go. If you have thousands of parts in inventory and 20 service trucks, then the iPad Pro might be the way to go.
